Position Summary
The Program Manager, Partnerships provides strategic leadership and oversight for organizational development, resource mobilization, partnerships, monitoring and evaluation, and external communications. This senior management position is responsible for supporting the Executive Director to ensure sustainable funding streams, effective stakeholder engagement, strategic planning coordination, and organizational learning. The role requires exceptional leadership abilities, strategic thinking, and the capacity to manage complex partnerships while supporting organizational growth and program delivery. The role may also require the management of specific partnership structures within other organizational programs
Time Requirements: Full time with a minimum of 45 hours per week.
Key Task and Responsibilities:
Strategic Resource Mobilization and Fundraising
✓ Provide strategic direction for the organization’s fundraising and income generation strategy
✓ Lead the development and implementation of comprehensive fundraising strategies aligned with organizational goals
✓ Support the Executive Director in cultivating major donor relationships and strategic partnerships
✓ Identify and pursue major grant opportunities, foundations, and institutional funding sources
✓ Lead bid development processes for major funding opportunities and donor proposals
✓ Develop, monitor, and evaluate fundraising objectives that advance organizational strategic aims
✓ Explore and develop consultancy and service contract opportunities as income streams
✓ Lead sourcing efforts for unrestricted funding to support organizational sustainability
✓ Conduct donor prospecting research and maintain a robust pipeline of funding opportunities
✓ Oversee grant application processes and ensure high-quality, compelling proposals
✓ Build organization-wide fundraising capacity through training and skills development
Strategy Development and Coordination
✓ Liaise with consultants and support the Executive Director in strategy development execution
✓ Support the coordination of the development of annual work plans and organizational budgets
✓ Set timetables and processes for strategic plan reviews and updates
✓ Support the development, review, and implementation of organizational policies and procedures
✓ Ensure alignment of departmental plans with overall organizational strategy
✓ Monitor organizational performance against strategic goals and recommend adjustments
Partnership Development and Management
✓ Develop and implement partnership strategies to advance organizational mission and goals
✓ Identify, cultivate, and maintain strategic partnerships with donors, NGOs, government agencies, and private sector entities
✓ Lead partnership negotiations and formalize partnership agreements
✓ Oversee partner relationship management and ensure mutual accountability
✓ Represent the organization in external engagements, conferences, and networking forums
✓ Build and maintain relationships with key stakeholders in the development sector
✓ Coordinate collaboration with implementing partners and sub-grantees
✓ Ensure effective communication and coordination with all organizational partners
Board Management and Governance Support
✓ Support the Executive Director and Committee Chairs in organizing quarterly Board meetings (virtual and in-person)
✓ Prepare and distribute meeting agendas, background materials, and supporting documents
✓ Develop comprehensive minutes for committee and general Board meetings
✓ Follow up on Board tasks and action items with timely reminders
✓ Keep Board members updated on organizational progress and challenges through quarterly reports
✓ Lead the planning and execution of Board face-to-face retreats in Abuja
✓ Coordinate Board site visits to project communities and program locations
✓ Provide administrative and logistical support for all Board activities
✓ Ensure timely communication and information flow between management and the Board
Monitoring, Evaluation, Research and Learning
✓ Facilitate learning sessions and knowledge-sharing forums within the organization
✓ Work with the M&E Officer and Communications Officer to document and share lessons learned with external stakeholders
✓ Support program teams in developing lessons learned reports and change stories
Communications and External Relations
✓ Provide strategic oversight and leadership for the communications and fundraising team
✓ Lead the development of comprehensive communications strategies and plans in consultation with the Board and Executive Director
✓ Supervise the Communications Officer in executing communications strategies and plans
✓ Review and approve all external communications materials including news releases, public briefing notes, and social media content
✓ Build and maintain relationships with media organizations and external communication entities
✓ Enhance the organization’s public image and brand visibility
✓ Coordinate the development of annual reports in collaboration with the Communications Officer
✓ Represent the organization in external speaking engagements or designate appropriate personnel
✓ Ensure consistent messaging and branding across all organizational communications
✓ Oversee digital communications strategies including website and social media management

✓ Lead, manage, and develop the Strategic Development and Learning team

Qualifications and Requirements
Educational Background
Required:
✓ Bachelor’s degree in Development Studies, International Relations, Business Administration, Communications, Public Policy, or related field
✓ Minimum of 8-10 years of progressive experience in fundraising, partnerships, program management, or organizational development
✓ At least 5 years in a senior management or leadership role within the NGO/development sector
✓ Proven track record of successful fundraising and securing major grants
Technical Expertise
Essential:
✓ Expert knowledge of fundraising principles, donor engagement, and resource mobilization strategies
✓ Deep understanding of donor requirements, compliance, and reporting (USAID, EU, DFID, UN, foundations, etc.)
✓ Strong proposal development and grant writing skills with demonstrated success
✓ Advanced knowledge of monitoring and evaluation frameworks and methodologies
✓ Proficiency in strategic planning processes and tools
✓ Strong understanding of partnership management principles and practices
✓ Excellent knowledge of communications strategies and public relations
✓ Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
